The Joint Nexus Administration didn't take power.

After the climate disasters of the early 2030s, someone had to do something. The flooding, the food shortages, the economic collapse were real. The chaos was real. And the JNA had an answer: stop guessing. Start measuring. Optimize the system, and the system will optimize everything else.
That was the argument. And for a while, it was hard to argue back.
Now, every citizen in Denver's optimized zones wears a wristband. It tracks biometrics, scores behavior, and updates your efficiency rating in real time. Your score determines where you live, what you eat, who you're matched with for relationships, and whether you qualify for the next tier of access. Drop below 25% for seven consecutive days and you qualify for Resource Reclamation. No one talks about what that means.
The JNA doesn't need to threaten anyone. It just measures.
Efficiency Score Tiers
The efficiency score isn't a rating. It's a governor.
Citizens don't experience it as control. They experience it as consequence. Score high enough and the city opens: better housing, better nutrition allocation, better relationship matches, access to the next tier of everything the JNA has decided is worth having. Score too low and the city closes, quietly, one door at a time, until the options that remain aren't really options at all. No one forces compliance. The score just makes the alternative visible enough that most people never seriously consider it.
This is what the JNA calls self-governance. Citizens regulating their own behavior in pursuit of a number the system defines, updates, and owns. The architecture of choice, designed to look like freedom.
The world of The Algo isn't a fantasy. It's a set of familiar tools: performance metrics, algorithmic matching, behavioral nudges, resource allocation. Scaled past the point where anyone thought to draw a line.

They operate in the surveillance blind spots. The resistance network known as The Mosaic preserves what the JNA has classified as waste: books, recordings, music, paintings on the walls of abandoned subway tunnels. Art as evidence. Art as memory. Art as the one thing an efficiency score cannot calculate. Members take codenames drawn from artistic terms. They keep the things that can't be optimized, in the places the algorithm doesn't look.
